PHP code confuse

Hey guys this might sound really nooby right now but idc xD
I have downloaded a map pack for my staff page and when I add it it shows ['country'] in the bit highlighted in the prntscrn below.
CAn someone help to fix this?

Replace this

{$Users['country']}

with this

'.$Users['country'].'

I done that and the page loaded, but they wont show, ive added the maps and correct directory

Tell me what you need if you need anything, can you tell me how to fix this?
