[ Phoenix EMU ] Any Suggestions Please [ HELP ]

Hi , I'm currently using phoenix emulator. When users try to use these commands like :
- Push / Pull
- Flagme
- Mimic
- Moonwalk
- Follow
It says this command is restricted for VIP members online but when I go to phpmyadmin > permissions_vip and turn it all from 1 to 0 , and tell the users to use those commands, it says The owner has disabled this command . I think the only way is making users to VIP from 0 to 1 in users table, but it's simply not possible to make them as VIP every time a new user registers. If you have any idea, plz tell me !
