Other pc in my home network or friends cant connect to my habbo retro?

I made my habbo retro and i just cant figure out why my friends cant connect. (and other pc add my home network cant connec too)

When my friend tries to connect it says Connection timed out The Server 192.168.0.219 is taking to long to respond.

And when i trie it on my second pc it says the same THING!!!!

And on the pc with xampp and the emu on it it just works like charm so what is the problem HELP PLZZZZz (plzz always helps in my toughts)

I think i got it now i did it on an old pc and now everyone in my homenetwork can connect but i dont know if friends can connect so bare with me .
And yes i port forwarded
but my firewall is broken when i go in control panel it wont let me turn it off thats why i did on my old Windows XP pc and turned off firewall and everything seems to work.
i will ask my friend to connect today so i will post if it works or not.
