There's pros and cons with them all, if you mean running a hotel with them. I'll type some below for you to compare!

Phoenix
  • No longer developed by an official developer. (Aaron)
  • It is R63A.
  • Cleaner code.
  • Low CPU usage.
  • User-friendly.
  • Low amount of bugs.
  • Slower to gain users.
BcStorm
  • No longer developed by an official developer.
  • It is R63B.
  • Code, which is for R63B, is 'less clean'.
  • Mass CPU highs.
  • User-friendly but also lags.
  • A lot of bugs which can be fixed.
  • Quicker way to gain users.
Debbo
  • Not developed by anyone.
  • It is oldschool.
  • Closed-source.
  • User-friendly for it's version.
  • Bugs are around but not frequent.
  • You'd barely get any users.
Hope this is some help to you!

Well, you say that BcStorm would get more users but is more laggish, I would be running a 4gb vps, would this be able to handle a decent amount of users on Phoenix, or BcStorm?

Phoenix is coded cleaner, therefore it'd cause less lag. Also, the features it holds lags down and CPU spikes which cause disconnections. (BcStorm)

I'd say go with Phoenix, as said above it is coded cleaner and is a ton more reliable.
If you don't have experience with developing and just want to setup a hotel and get it going without putting alot of work into it (when I say alot of work, I mean quite alot)... then I would say go with Phoenix instead of BcStorm.
BcStorm is alot of work, the fixes ect.

I'm sure that you will be able to switch once a more stable version of either BcStorm or another emulator is developed & released.
Otherwise, I'd say go with Phoenix..
