Not really, Could be couple of reasons..

Oh yeah, That's true.. That happened to me before when the sql server was on..

It means one of the following;

1) Your SQL server is not on
2) One of the details you have entered to log in is invalid (user,pass,ect)
3) the SQL server is rejecting connections from that IP
