MySQL Engine - RevCMS: MySQL could not connect to host

I'm having this error when I try to get on my hotel, it's set up on localhost atm btw with the ip 127.0.0.1

MySQL Engine - RevCMS:
MySQL could not connect to host

It's nothing with the config file, as everything was working perfectly before, it happened when I restarted my VPS. Everything is right... Just getting that error, I have MySQL connector installed as well... Any help?

If you are using xampp open the control panel and click "start" beside mysql

Off-Topic: Lol, why would you want a previous hackers help? I'm curious :p
On-Topic: There are some where you may have made an error; Config.conf in the emulator, Config.php in your CMS, IIS has not been started. You should install the MySQL Workbench if you use IIS.

On-Topic: I have already fixed it for him, he forgot to turn mysql on. Lol
