Missing 'Moderate' tool in Arcturus Morningstar

Hello!

I recently set up my first hotel, and all is going very well. However, one striking issue I experience is that the "Moderate" tool is missing, when clicking a user. Even admins are unable to access this tool, when clicking other users in their room. Does anyone know how I can enable this? I am on the latest version of Arcturus Morningstar, and I am using the Cosmic CMS.

I have tried that, but even admins with every single permission are unable to access the tool. Also I have looked through the permissions multiple times, and I am unable to find anything that indicates being that tool
