IIS7 Error

Well for some fucking reason IIS doesn't want to read my web.config folder all of a sudden, I have never had this problem on my vps, but I am having a problem using it for my own computer I'm not going to host a hotel on my computer I just want to mess around with some things on iis I do not want to use xampp anymore so yeah, here's the stupid error I get. Also I get the same 500 error on my fucking webhost well here it is. And yes I tried helicon ape It doesn't work. Also this is revcms.

Install the following.:

IIS: Recommended Configuration
IIS: CGI
IIS: URL REWRITE
IIS: PHP Manager
PHP ( the logo says PHP in a blue ish circle)
