Changing the port would meanUsually restarting IIS will fix that issue.
As for a fix, I usually just change the MySQL port and don't experience that issue

No, you would just need to change your MySQL port to something like 4585 and then in your config.php (revcms) make the host 127.0.0.1:4585 and then for your emulator just change the db.port=3306 to 4585 in this case. ANYWAY, I went on his server and fixed up a few things, it looks like his MySQL was being flooded but I noticed several other security flaws which I fixed up. This isn't patched.

If you're on Linux and use a tool like Nmap or Metasploit, you can easily lookup which ports are open on a server, so pretty useless to change it.You don't really need to use "30000" for your emulator port also.
