Do i really need a VPS or can i skip that, if i need one what type will i need is i have looked at Web hosting, VPS hosting or Dedicated? (I want it rather cheap.)

If you are planning on building an online public Habbo retro, you will need a VPS. Here are several good server hosting companies I recommend you:

And, a web hosting cannot run a software. If you are planning to use PhoenixEMU, you should buy a Phoenix Licence which costs £20 for 10 or 20 years (older licences gained 20 years while newer one gains 10 years). Hope this helped.
