Ok so ive uploaded a database and cms to my hosting i have but:
1. what do i set the db config file ip and ports
2. how do i link the emu to the site?

Is a VPS hosting? You can only host a habbo retro on a vps.

You can host a retro locally or with webhosting.

Simon make sure you have all your config files set up right and that your webhost supports remote MySQL connections as quite a lot of free ones don't.

My Host allow's webhosted PHPRetro, i hosted Plabbo up on it.

It has remote sql but i have no idea how to use that, I dont know what to edit the config files to, or what ones to edit, this is the last thing i need help with :/

By hosting your database on your webhost your going to slow your hotel down so much

I recomend installing MySQL server on your VPS and having the CMS on the webhost. Then also run the emulator on the VPS too.

He is Computer hosting his Emulator, and webhosting database and cms.

I Recommend you learn how to use Remote MySQL, then host your database and emulator on your Computer, and keep the CMS on webhost.
