I would recommend using RevCMS and finding a theme on the forum.
Then google Phoenix Emulator. A forum will open, register there and once done Buy a subscription and Get phoenix license and also a Phoenix RP swf license. ;3

For r63 RP's there's not much free stuff...


I'd suggest you're better off getting the phoenixrp.swf for the first month testing it out see how you like it, It'd be the better option.

You can just make things easy for you and purchase PhoenixRP.swf from Ofagu (i can't say original name cause it's blocked here),once you purchase that you will have access to download Aaron's HabboRP CMS & Emu.
