I suggest using official resleases, and also recommend rasta rp edition

it's obviously the xampp that your using dont use 1.7.4 because that's beta and they dont got anything yet use 1.7.3

Not XAMPP, IIS ftw!

I cant find the official release to Phoenix RP... :L and Rastas RP, I tried to install TortoiseSVN but it dont work.. and I cant get the EMU. I looked everywhere.

Just search PhoenixRP, And you'l find tons of releases on diffrent website's.

Add error_reporting(0); to the top of the core.php file, it will hide all warnings of undefined variables.

I had the same problem due to the fact the CMS was buggy and I was using the incorrect Xampp; Try the latest release if you're still having problems please contact me and I will fix the problem for you.
