You can't it's determined in the actionscript. I mean, you could if you could read and understand as3. But I don't so... I'm not sure maybe @Sledmore or someone could push you in the right direction.
Are you talking about the dark grey user bar? You'll need to open your habbo.swf with leensters UI editor (google it it's not on devbest)
You're looking for a layout called bottom_background or something similar - there you can edit the color.

Oh apologies, i'm actually wrong. The bar is in the swf but the actual buttons for friends are in the actionscript, same with the catalogue color for the window too
