Can I just ask, What emulator shall I use for a R63B / R63 Roleplay, and what features would make it unique.

Would I have to find a base such as Plus Emulator, Or Shall I code on top of an already "RP" emulator like Rage or BTFLY RP ?

Just code the features you want into an existing rp emulator, I'm pretty sure a plus emulator rp version exists out there somewhere.

I can't rind the Plus EMU Rp edition. Did they use the Base Plus emulator for hotels and convert it to RP? Or Is there actually a Plus EMu RP edition.

Not one that you will gain access to. @Zodiak added features to Sledmore's Plus and fixed a lot.
I suggest going the same route or taking it upon yourself to use Google and browse other forums for other RP emulators.
