If it's the same rules as TF (ThemeForest) then you have to buy the extended license or a license of some kind?

If he purchased it he Should have got a license automatically.

You get a license, yes. This is the default for TF.

If you look deeper,

Look at the last sentence.

This is the re-distribution license.

Meaning you can re-sell.

It still has the same requirements. You have to pay tons more in order to get the correct license to redistribute the product.
