Error With IIS?

Where it says :

$_CONFIG['mysql']['password'] = ''; //MySQL password

You must fill your password.
So it should look like this:

$_CONFIG['mysql']['password'] = 'blahblahblahmypassword'; //MySQL password

No I did not add that in the code i took it off

Ok, Then it must be another MySQL problem.

Well, If it says "MySQL could not connect to database" so, That is a MySQL problem, Not an IIS problem. Unless you did something wrong in connecting IIS with Localhost

Well I have not gone to the phpmyadmin yet and added it but for some reason i cannot connect to it let me try it again

It probably is your database. Try re-importing it, or try adding a 3 after 'phoenix' - so it's 'phoenix3'
