How can someone design you a simple layout if you haven't given us any details?

What colour scheme do you want, what sort of features do you want, what logo do you want etc

What you are asking isn't simply something with only CSS (you use CSS for every layout...), but you are asking for a full coded & designed layout! Nobody is going to do that for free, and you even arent giving any clues about how you would like it to look.

CSS is code.

You'd need the HTML to go with the CSS to have all the matching div names etc to make the layout look how it should.

I would like a navigation bar, content boxes like the ones on votingapi.com - a space in the top for a logo and radio bar
I like green buttons and grey backgrounds

but a bit more modified and for css, not wordpress. (I'll add all the text) I just want nav bar, content boxes, buttons

Seems a bit stupid, it's going to be hard to create a pure stylesheet (as you need the HTML to see how it'll look). If you're looking for an easy way, use bootstrap.
