I'm just going to test code my site i'll be making.
What would be the main Language

Im going to be using HTML / CSS.

Would I need any more? PHP Or Java?

And Any SQL With PHPMYADMIN Or something

It depends what sort of website you're creating.

If you're for example going to be making a CMS Then you need PHP and MySQL

Coding a CMS to be honest takes a lot of work compared to coding a normal template/Layout.

So depends on what you're coding like Leon said.

The design would be coded in HTML and CSS.

Any interactive features will use JavaScript, most specifically the jQuery library.

Any features such as user systems, blogs etc will be done in PHP.
