Changing permissions on windows

So I'm trying to make a mybb forum. I installed it with the link (url)/(folder)/install that being said, I come to an error where I have to CHMOD some files to 666. How do I do that on a windows VPS?
 
I tried this:
Right click on the folder click properties go to security tab, go to edit and find Users(...) and check Full control.
Same problem.

Don't use Windows, problem solved.

Right click folder and make sure Read Only attribute is unchecked
