First off you need to make descions if you will host your server locally or on a VPS, Research a vps and its benefits
what version hotel you want
Then Find a CMS, find a tut how to make it (pay someone)

Yes portforwarding may not work on your PC/Laptop, ring your isp and find out, if not you have to get a VPS.
