I use utf8_general_ci for collation and my charset is set to utf-8. I also have these "non-english" letters, so this setup should work for you aswell.

Is your 'collation' in the table set to utf8_general_ci? Mine are set to that and I can get the norwegian letters to work just fine (æ ø å).

The timer for bb should work. I can't remember fixing it on my hotel but it does work. Check the interaction type in the db as it has one.

I think it looks bad, sorry. It's just the hotel with a black box with low opacity with bad centered text. The index in itself is very empty, so I ain't liking it. Try to make it look less empty when you make indexes.

It looks ait. Only thing is that people with smaller screens than yours will see this (http://prntscr.com/2adnt7), instead of the nice aligned one on the picture.
