When you don't use this command you would have an LTD like this: http://prntscr.com/dxuxur. Whereas with the command all LTD's look as if they are pure when they are not in reality.

*cough* You have to debug *cough* @Velaski's fix does work but you have to do it via VS and debug the program. Whilst JMS's method does work it isn't "removing" more or less just disabling you from having it.

In your database you will see a table called "catalog_vouchers". In there you can add a new voucher for credits/duckets. After adding a new record say :update vouchers and you should be good to go.
