You don't add badges to Navicat, you put badges in the c_images/album1584/ folder, and then if you are using PlusEMU Database and Emu, you will need to add the badge code to badge_definitions, but leave required_right blank.

Maybe your emulator is denying the connection with the proxy included, open your proxy port and try again. To Open: Windows Firewall Advanced > Inbound Rules > New Rule > Put in your port and press ok.
