That port is for the emulator. Dumbest idea I have ever heard. Are you using XAMPP? or IIS?

Are the ports open? Go to firewall make a inbound and outbound rule for the ports, 80, 3306, 30000, 300001. Restart EMU and try. If that doesn't work, post your EMU config file.
