Yeah, move .htaccess, It's your choice if you wanna use web.config or .htaccess, I just see a problem with people trying to use the web.config all the time.

Disable dictionary browsing, then download RevCMS over, there should be a file called .htaccess, move that to your main folder, then install Helicon APE, if problems after that, feel free to reply.

We need to know what exactly the error says from localhost/ to determine your problem.

If it loads to the hotel view, it isn't the swfs. Does the emu show anything? Did you portforward? Check your client file make sure ports are same as in emu?

Thehabbos allow all language hotels, as it was looking for people to translate. Since they are a dutch hotel and dutch hotel's used to get a lot of users back during old school hotel's, maybe a lot of people went there?

Awhile back there was a phoenixphp register fix; http://code.google.com/p/phoenix-php/downloads/detail?name=Phoenix%20PHP%202.0.4%20~%20Registration%20Fix.rar&can=2&q= Replace the characters.php with that one.

Does that file even exist? Rev is easy to make, everything you need for the site to work is basically in the config, and still PhoenixPHP is outdated you'd have to go throughout the files changing web builds.

Computer hosted? Did you portforward? If yes, or if it's VPS hosted then it's your ports, maybe they aren't the same. Open your client.php and your EMU config file, make sure they are the same.

It's his index.php in his main folder, I forgot which one I used to make it work, I think I replaced it with the Default one Rev came with or it was the one with the habbo theme.
