Those are edited either in the DB or the external variables. check both.

Use RageRP with the database or use Butterfly EMU with the Database provided, someone already released it in server releases.

I would Recommend GTE or Phoenix 12 with UberCMS, edit it to ur preference. UberCMS is the best cms to use for a new hotel.
