At the bottom remove all the numbers from the links and put the file endings such as .xml and .txt
Find external.figurepartlist.txt=http://127.0.0.1/gamedata/figuredata
Replace it with
external.figurepartlist.txt=http://127.0.0.1/gamedata/figuredata.xml

It worked before and having the override variables don't change a thing, it worked without it so what will change with it.

the override variables don't include anything of your furniture and characters, includes only seasonal currency enable, and links to your variables as well as diamonds etc
Then what possibly could be the affect of this? I mean nothing is wrong, all the external_variables are all correct, client file is correct and as well as the emulator config, but yet it is stuck on 76%? My firewall ports are opened, as a thought I had disabled the Firewall and well still doesnt...
Look in your external_variables.txt and look for hof_furni make sure its correct.
Make sure all your links in your variables are exactly correct, if not then the directory doesn't exist. If you don't understand, put your variables here and your hotel url and ill sort it for you.

God knows how on earth you got that link considering I never released anything unless you have ripped it. The cms was hablores edit but I edited some of it when I was owner at Lux. Change the links in your variables and your client.php.
If your developers can't do it then they aren't...
