I'd use it to develop my CMS (bobbleCMS) so I could see its progress as well as others. Until the development of the CMS is over of course then I'd release it, or use it for my personal use(the cms that is).

You can't really give a tutorial on how to make a maintenance layout. For starters what program do you use? and how good are you in it? My suggestion to you is getting familiar with the program you use and progress from there. Search Youtube, might help you alot.
