Try to copy the "client" folder and client.php from the default Mango skin folder, some theme don't have the correct client.php so it doesn't work.

There isn't a web.config, you need to change the current .htaccess to web.config

Depends, if you are on IIS, change .htaccess to web.config If you are using Xampp, keep it as is.
