My next build will include:
CPU: i7 8700k @ 4.8-5ghz
Cooling: Corsair Hydro h115i PRO RGB
GPU: MSI GeForce GTX 1080
RAM: 16gb ddr4-3000
Case: Corsair Carbide Clear 400C
Motherboard: MSI Z370 Gaming M5
Psu: 700 Watt be quiet CM Modular 80+ gold
HDD: 2000gb Seagate BarraCuda

Does anybody know better specs budget wise, I intend to use it mainly for gaming and some workstation tasks (recording, rendering, etc.)

You'd maybe want a stronger watt (non peak) PSU to support that cpu and gpu. Is 700 enough?
Other than that looks pretty good dood, idk how much you found the 2tb seagates for but WD 4tb's are on sale :p

Wait a year, buy a 1080Ti for MSRP (or even lower), spring for 32GB of ram (No need for the fancy kind either, you wont notice, and RAM prices will lower by then hopefully), get a 800W 80+ gold PSU, buy a Samsung M.2 SSD (250gb or so), and then get a WD Black drive, however big you need, install OS on SSD, along with programs, store all data/games on WD.

Don't overclock

700w is fine, I got a 700w for my build aswell.
Gonna upgrade it when I decide to OC.
