So I've thought about waiting for the Zen+ but it seems like it's not really gonna improve the performance, so I don't really know if it's worth waiting for.

I'd love to hear your opinion on my setup.
Mainly gonna be using it for developing, streaming and gaming.
I'm just worried that the Ryzen TR 1900x will bottleneck my MSI GTX 1080.

If all you plan on doing is gaming, then for the love of Allah do not get Threadripper, please. It's possibly one of the worst purchases you can make, if gaming is what you do.

Also why would you even consider getting a 1900X when you have other alternatives like the 1700/1700X/1800X which is still far cheaper? It's cheaper when you consider the fact that AM4 motherboards are far more affordable than X399 boards, a B350 chipset board will have overclocking ability, just gotta make sure it has decent VRM's.

Wait for zen 2, if not go with a r7 1700 or i7 8700k
(the 8700k is disgusting, i'm such a fanboy for it)

What's disgusting about a piece of silicon? It's a nice CPU! It's all around good performance, good for playing games and good for multi-threading tasks. :)
