I feel like resources all from the forum should be limited to prevent leechers that just download and disappear, so it would revolve around posts, as in having per se like how we have 25 or 50 posts til be see the shoutbox, a kinda thing like that, if thats still there. Also approved posts for new comers so forum moderators have the ability to more.

Templates provided per each section would also be something to follow, in order to post new threads.

This would increase forum activity again surely, if you'd like I can go slightly more indepth about this.

Is this thread about boosting DevBest user base? There are numerous ways of doing so 2bad the staff don't care.
And why should anyone else, it's not like we're getting paid for it.

It's a mix of both, originally the idea I had was to limit off resources by posting templates or some how to increase forum activity.

Yes, I was just contributing my opinion to the discussion. I'm in agreement with your post as well.
In my previous post I stated this thread is about limits. Not how to get DevBest active again.

Once again, to everyone, please create a new thread dedicated to the discussion on DevBest user activity, and only comment on this post if it's regarding the suggestion in the thread (limiting).

I know a foreign habbo forum, which uses xenforo and to look at all their content you would have to register when you click each thread / press download. It forces the users to register on their site and stay active. I believe a hacking forum does something similar aswell

LeakForum does so, and forces people to reply. Only generates a shitload of spam.
