Decent, Affordable VPS Hosting for Habbo Retro?

I've setup a Habbo Retro in the past but It was only for me and a few friends so the VPS was cheap and I never really became concerned about it being reported or shut down.

That was a few years ago and I'm considering hosting another but this time have it available to everyone, so I've got a few questions.

Could you recommend any Decent, Affordable VPS Hosting Providers that won't shut-down the Hotel?

I'm aware that it's illegal to host a Retro Hotel but what are the specific rules around this? I mean, clearly some Retro Hotels are well known but they're still standing, how come?

Hostsavor.com provides Unlimited Bandwith, better support, cheap and reliable. It's reseller but its better than having a bandwith.

Try their VPS's are quite decent & cheap, or if you'd like a budget dedicated server try

I'd go for the VPS Cloud RAM 2 package (£21), really decent specs and a well known company - and you'll not need to worry about DDoS attacks.

'7.2. Root access will not be given to VPS, Web Hosting and game server customers for their server unless special permission is granted by the Managing Director of the company. This is to prevent misuse of our service that may infringe section 1 of this document.'

I don't understand this bit in the ToS, does this mean the customers server or the server that houses them? If it's the second bit, then why is that even in the ToS?
