Buying Looking for a script PHP/MYSQL

Sorry if this is a wrong place to have this on, but I'm looking for a script.
(I am NOT looking for habbo shit scripts.)
Well, I can not proper English, so sorry.

The script I am looking for, is a "report script".
You have ranks, like "Trial mod" and "Moderator" and "Admin".
"Trial mod" can only post reports, and "Moderator" can post reports/edit their own reports. Admin can edit someones report / create new login user.

The report section, should look like:

"NAME(Of the one who is reported)" "DATE" "NAME (Of the user who created the report)" "Type of Punishment (If he is kicked, then it shows kicked, if he is banned, it shows banned"


If you click on the report, then it opnes a new window, and then it show more info.

Like:

In-Game Name of Offender:
Reporter:
Type of Punishment:
Has it been started yet:
Date of Offence:
Reasons Behind the Punishment:

It should be a button, there the owner of the report can edit+ admins.

It should be a button in the report section "Create new report"

Some text fields where you can write in info, like:

Admins should be able to delete the report if he wanted to.

Script 2:
This is a place where everyone can register an basic account, and can make an report.
Same system, users can read their own report, but not other's reports.
It should be some tabs, like:

"Reports" (Where you can read reports that is not claimed yet.
"Claimed reports" (Where you can look on claimed reports, not finished yet.)
"Closed reports" (Where you can look on closed tickets)
"My reports" (Only for members, can read their own reports.)
Text fields when you click "Create report"
What is your name(IGN):
Who are you reporting:
Date:
What did he do:
Proof:
More info:
And then you can click "Sumbit report"
And a reply text field, where you can write in more info / reply on his own ticket.
Moderators++ should be able to claim/close/reply the ticket, and admins should be able to delete it.
Ranks: Member (Can only sumbit own report+reply on his own report.) Trial Mod (Can only read the report, not reply.) Moderator (Claim the report, can read the report, can close report, can reply on ticket.) Admin (Can the same as Moderator, and can delete reports.)
The tickets should be shown in a own page only for Trial Moderators ++, and can be clicked on.
Should be like this:
"NAME(Of the one who is reported)" "DATE" "NAME (Of the user who created the report)" "Reported for:"

Well, I am paying someone to do a job, I have tried to make this, but failed. That's why I am looking for someone to do it.

I did not ask for someone to tell me how to do this, but I am looking for someone to script this.

You know, in real life, there you can get a job for selling items in shop, you telling me that they could sell it by themself?

I am NOT telling ANYONE to do this, this is for pepole who want to do it.
It's like real life, you asking someone to job for you for money.

Also, I'm looking on the script before using it, I did that with the other scripts I've bought, and if it's an exploit in it, ok. I wont use it.

But, when I am looking for an scripter, then I need to trust him.

This is for MY use. I am NOT learing PHP. I have a job IRL, and I don't need to learn any PHP since I have my job, but this time I am looking for someone to do this job, and I am paying if needed.
