    For Navicat. - Open up your db - Go into the 'permissions_ranks' table -Scroll along to 'acc_supporttool' -Change the '0' to '1' on the rank you want -Click the tick at the bottom and your done I believe it will be the same for phpmyadmin and I do believe it is 'acc_supporttool'
